Seoul, South Korea CNN —North Korea test-fired a presumed intermediate-range ballistic missile on Tuesday, South Korean officials said, its latest military maneuver since leader Kim Jong Un’s New Year declaration that he was ending a policy seeking reconciliation with the South. Pyongyang’s shows of power included long-range artillery and multiple rocket launchers, which pose a threat to the South Korean capital Seoul and other key areas near the border. But Leif-Eric Easley, professor of international studies at Ewha Womans University in Seoul, said Tuesday’s suspected missile test by North Korea won’t have much effect on the vote. North Korean Foreign Minister Choe Son Hui last week quashed recent speculation that Kishida could meet with North Korea’s Kim. But an official from Yoon’s office said Zelenska stopped short of asking for lethal weapons, acknowledging that South Korea would have found it difficult to oblige had any such request been made. Since the war broke out in Ukraine, South Korea has maintained its stance of not providing lethal weapons to a warring country, although Yoon has hinted at a possible major policy shift. South Korean President Yoon Suk Yeol is scheduled to travel to Washington for a state visit this month. SEOUL—A South Korean official said the government was investigating the circumstances around a leak of highly classified U.S. documents that appeared to show intelligence based on intercepted communications of U.S. allies, including discussions among Seoul officials about concerns over selling ammunition to the U.S. that could end up in Ukraine. South Korea’s first priority was to establish the facts, an official from the country’s presidential office said in a Monday briefing, noting that the reports of the intelligence leak hadn’t been confirmed. Once that is done, South Korea “plans to request, if necessary, the U.S. to take reasonable measures,” the official said.

On Monday, South Korean President Yoon Suk Yeol announced that the United Arab Emirates had pledged a staggering $30 billion in investment in the Asian country. The news came after the leaders of the two nations held talks in Abu Dhabi on Sunday, in a landmark trip that marked the first-ever state visit to the UAE by a South Korean president, according to a statement from Yoon’s office. In total, representatives from approximately 100 South Korean companies traveled with the president, according to his office. Some South Korean firms also agreed to build farms for tomatoes and strawberries in the UAE, a country that relies heavily on imports of agricultural products. Going forward, South Korea “will be a key partner in the global supply chain,” using its expertise in sectors such as semiconductors and steel-making to help stabilize supply chains, he pledged.

South Korean Defense Minister Lee Jong-sup said last week the focus of efforts to deal with North Korea should be shifted from curbing nuclear weapons development to deterring their use. The newly released U.S. Nuclear Posture Review says Kim Jong Un's regime would be annihilated if it ever attacked with nuclear weapons. Another major drill began on Monday with hundreds of South Korean and U.S. warplanes, including a rare deployment of American F-35B fighters. "They're doing it because they want to send a message to North Korea, hey, we mean business," he said.

President Joe Biden was among several world leaders to send his condolences to South Korea after at least 153 people were killed and 82 injured during Halloween festivities in a popular nightlife district, in the capital Seoul. Xi added that he hoped South Korea “will make every effort to cure and deal with the aftermath,” Xinhua reported. “I am devastated by news of the terrible incident in connection with Halloween celebrations in Seoul,” Norwegian Foreign Minister Anniken Huitfeldt said in a statement. South Korea’s military has strengthened its surveillance posture and maintains readiness amid close coordination with the United States, it said. North Korea sees such regular drills by Seoul and Washington as practice for launching an attack on the North, though the allies say their exercises are defensive in nature. The area was apparently closer to South Korea than any other missile launch site North Korea has used so far this year. South Korea and the United States have strongly warned North Korea against using its nuclear weapons preemptively. North Korea has said the artillery firings were in reaction to South Korean live-fire exercises at land border areas.
